Finance Minister Engages with Alvarez & Marsal on World Bank Guarantees and Financing

Bangkok: Federal Minister for Finance and Revenue, Senator Muhammad Aurangzeb, met with representatives from Alvarez & Marsal during the World Bank Group-IMF Annual Meetings 2026 in Bangkok, Thailand, to discuss strategies for long-term financing facilitated by World Bank Group guarantees.

According to Press Information Department, the Finance Minister welcomed a proposal to combine a World Bank policy-based guarantee with Multilateral Investment Guarantee Agency (MIGA) coverage. This approach aims to attract financing at competitive rates, targeting approximately $1.5 billion, contingent on the guarantee envelope and transaction structure.

The discussions focused on leveraging World Bank resources, integrating budget support with guarantees, and expanding investor participation. The Finance Minister stressed the importance of utilizing an existing Development Policy Operation (DPO) to circumvent delays that could arise from negotiating a new framework. He advocated for further exploration of the proposal through collaboration with the Finance Division, Economic Affairs Division, and the World Bank Group. Additionally, the meeting addressed ongoing advisory efforts related to the privatization of DISCOs.
