Committee Demands Action On Soaring Sugar Prices, Crop Shortages

Islamabad: The Standing Committee on National Food Security and Research held its 19th session on Tuesday, September 23, 2025, at Parliament House in Islamabad, chaired by MNA Syed Tariq Hussain. The committee addressed pressing issues, including escalating sugar prices, potential crop deficiencies, and the implementation of the National Agriculture Biotechnology Policy (NABP) 2025.

The committee pressed the Ministry to explain the sugar price surge and supply gaps, requesting data on sugar export and import prices. Concerns were also raised about farmers shifting from essential crops to more profitable alternatives. To counter this, the committee advised setting minimum support prices for key crops to stabilize the market. The Minister concurred and pledged to seek IMF consent. An announcement regarding the minimum support price for wheat is anticipated soon.

The session also included discussions on the NABP 2025, focusing on its potential to mitigate challenges posed by population growth and climate change. Strategic areas highlighted were conventional biotechnology, genetically modified (GM) crops, new plant breeding techniques, and the import/export of GM commodities.

Concerns were expressed about Pakistan’s declining crop production compared to neighboring nations, attributed to Pakistan’s reluctance to adopt genetically modified organisms (GMOs). The committee emphasized the need for stringent safety and regulatory measures for biotechnology, while also considering long-term crop sustainability and export implications. Mandatory clearance from the Bio-Safety Committee for all related initiatives was recommended.

The committee also addressed the tobacco industry’s concerns, urging support for both farmers and businesses within the sector. Research and development, specifically in seed advancement, were stressed, utilizing funds collected by the Pakistan Tobacco Board in partnership with tobacco enterprises. Tobacco firms were requested to present their main concerns and suggested remedies in writing. The committee also sought updates on the price discrepancy between flavored tobacco and fillers in domestic and global markets and requested measures to combat tobacco contraband.

Provincial governments participated via Zoom to discuss seed regulation enforcement. The committee voiced worry over the lack of provincial secretaries during the discussion and called for better coordination between federal and provincial authorities. The committee also requested an update on flood-related crop damage at the upcoming meeting. Several MNAs, senior officials from relevant ministries and departments, tobacco companies, growers, and other stakeholders were present.
