Commerce-Led Reforms Poised to Boost Pakistan’s Exports, Says Rana Ihsaan Afzal Khan


Faisalabad: Rana Ihsaan Afzal Khan, the Coordinator to the Prime Minister on Commerce, outlined a series of commerce-driven reforms aimed at significantly boosting Pakistan’s exports during his keynote address at the ACCA Pakistan Corporate Conference 2025. The conference, held at the Serena Hotel in Faisalabad, focused on the theme “Navigating Climate and Economic Shifts – Realising Pakistan’s Export Potential.”



Khan’s address was closely aligned with the federal government’s *Uraan Pakistan* economic revival framework. He reaffirmed the objectives of the *National Export Policy 2025-30*, which targets achieving $60 billion in annual exports. This ambitious goal is to be met through advancements in value-added textiles, IT services, and green manufacturing sectors.



A key component of Khan’s speech was the emphasis on digital tax reforms initiated by the Federal Board of Revenue (FBR). These reforms include the implementation of e-invoicing, AI-based audits, and integration of point-of-sale systems. The objective is to lower compliance costs and redirect the enhanced revenues into export incentives.



Khan also addressed the restructuring of the power sector under the Competitive Trading Bilateral Contract Market (CTBCM). This restructuring is expected to facilitate 800 MW wheeling auctions and the integration of renewable energy sources, which could lower industrial tariffs from PKR 48.70 to PKR 44.06 per unit.



Privatization timelines were also discussed, with Pakistan International Airlines (PIA) expected to be privatized by December 2025, followed by distribution companies (DISCOs) from April 2026, and 11 Pakistan Railways trains. These actions aim to redirect fiscal resources towards creating climate-resilient supply chains.



Emphasizing the need for exports to be green, digital, and globally compliant, Khan urged the adoption of environmental, social, and governance (ESG) practices under the *Pakistan Green Framework*. Assad Hameed Khan, Head of ACCA Pakistan, praised the keynote as a strategic roadmap for sustainable competitiveness.



The conference also featured expert panel discussions on green business and sustainability reporting and concluded with a networking dinner.
