Lahore, September 30, 2021 (PPI-OT):A review meeting on Punjab Government’s Annual Development Plan (ADP) 2021-22, chaired by the Chairman Planning and Development Board Mr. Abdullah Khan Sumbal was held at the Planning and Development Department, Lahore.
The meeting focused on reviewing the portfolio of Punjab’s Development Schemes and status of ADP 2021-22 regarding allocated budget, releases, and utilization. The Chair reviewed the development profile of Punjab and pushed up the Departments to continue with keen and focused efforts in their respective sectors to make sure the proper utilization of public funds. He also emphasised that by implementing an effective monitoring system for timely utilization of funds is mandatory for all Departments for achieving targets of ADP 2021-22 in time.
Secretary P and D, Mr. Mujhahid Sherdil, briefed that against 4,676 un-approved schemes at the beginning of the Financial Year, 4,276 schemes have been approved. The budget allocated for ADP was Rs. 560 billion where releases at the Spending level stood at Rs. 188 billion. Division and department wise Approval statuses of schemes were also discussed in detail.
It was briefed to the Chair that as per instructions in last reviews by Chief Secretary Punjab and Finance Minister, all Administrative Departments and Finance Department need to ensure immediate placement of released funds at the spending level after removing all barriers. It was instructed by Chairman P and D Board Mr. Abdullah Khan Sumbal that slow placement of funds at the spending level and utilization of Funds must be expedited.
It is also pertinent to mention that P and D Board is holding three PDWP meetings, weekly, to speed up the process of schemes’ approval. To ensure fast track implementation of ADP 2021-22, the Guidelines and timeliness notified by the CM Punjab should be followed in letter and spirit.
For the implementation of the above-cited guidelines, a strategic quality control procedure needs to be put in place by the Administrative Departments to ensure quality work as desired by the vision of Chief Minister Punjab, says Chairman P and D Board.
The factors causing delaying and narrowing the process of ADP implementation must be highlighted and sorted out on urgent basis. Chairman P and D Board Mr. Abdullah Khan Sumbal added that the Punjab Government, following the vision of Chief Minister Punjab, is working assiduously to ensure that the utilization is result-oriented.
The development received at all levels must be conducted consistently by all concerned Secretaries. The meeting was attended by Administrative Secretaries, Members of the P and D Board and other Senior Officers of concerned Departments.
