He criticized India for its unilateral actions, which he stated are in violation of international provisions and UN Security Council resolutions. Kakar emphasized that domestic legislation and judicial decisions by India cannot override international obligations and do not determine the final status of Jammu and Kashmir under international law.

He appealed to the international community to urge India to revoke its actions of August 5, 2019, and to maintain the demographic composition and property ownership in Jammu and Kashmir.

The Prime Minister demanded that India cease human rights violations, repeal emergency laws, and withdraw its military presence from Kashmiri areas. He also called for unrestricted access for the UN, OIC, human rights organizations, and international media to investigate the situation in Jammu and Kashmir. He urged for the implementation of UN-supervised plebiscites, allowing Kashmiris to exercise their right to self-determination.
