24th meeting of Board of Directors of PSQCA 

Karachi, November 29, 2022 (PPI-OT):The 24th Board of Directors meeting of PSQCA was held at PSQCA Complex Gulistan Johar Karachi under the chairmanship of Federal Minister for Science and Technology Agha Hassan Baloch. The meeting highlighted the need for the institution to play an important role in economic and socio-economic development The utility of which not only protects the rights of the consumer but also fulfills the responsibility of maintaining the internal and external reputation of the products manufactured in Pakistan with respect to Made in Pakistan while monitoring the interests of the economic stakeholders in the development of a healthy competition.

Does An important decision was also taken to implement practical measures to further strengthen the adoption of the principle of public private partnership to improve the performance of the institution while maintaining close ties with the industry and trade stakeholders. Go On top of this, it was decided to negotiate to increase the enrollment of trade and industry associations in the PSQCA, thereby better monitoring the interests of consumer and producer associations. Along with economic development, the payment made regarding health and purchasing power will also get protection and also the organization will continue to play the responsibility of social economy development.

In the decisions taken in this meeting, discussions were held on the budget estimate and PSQCA and priorities were also decided along with the reduction of expenses in terms of different dimensions. In view of the growing trend of e-commerce post-Covid, norms have also been set regarding the promotion of voluntary standards. With this, Pakistan will be able to promote voluntary standards along with mandatory standards and enforce standards in further promotion of buying and selling of goods through e-commerce.

Also, along with the working issues of the employees as well as the formulation of policies regarding the legal and customary behaviour regarding giving more benefits to them, it was also decided that good policies reflect the performance of any organization. It also creates more scarcity reasons, causing management’s efforts to focus on better performance. It was decided that better policies should be formulated, while highlighting the features, taking into account all the discussions that have taken place in the board.

Further, during the meeting, attention was given to maintaining the quality of essential commodities and instructions were issued to the field team of PSQCA to ensure that all the consumers are provided with the prescribed products. Make availability of items as per the standards which constitute a restriction as a legal obligation, being part of the mandatory standards of PSQCA.

In the meeting, it was also approved to open new offices in Faisalabad, the third largest industrial city of the country, and Sialkot. This will increase the quality of the products produced there and also benefit the consumers. Very important decisions were also made for the backward provinces of the country. From which, along with the quality of the goods, the benefit to the consumers and the income of the organization will also increase and sources of employment will also be established. The Board termed the trend of increased cross-border trade as an important economic development and issued guidelines for increased responsibility over the PSQCA with regard to new offices, new posts and new concessions and necessary infrastructure. In principle, decisions were made by the board regarding the need to provide facilities. On the other hand, the increasing interest of the Federal Minister for Science and Technology and the decision-making efforts of providing high-quality products to the consumers have also been appreciated by consumers and various consumer organizations.

The board also termed the in-principle approval of the issuance of policies regarding providing additional facilities to the existing employees of PSQCA as a positive step, which will also increase the productivity of the human resources of PSQCA and improve the efficiency of the institution. It will be possible to get assistance in making The Federal Minister expressed keen interest in the work and performance of PSQCA and assured his full cooperation in achieving the mandate assigned to the Authority and enhancing its performance.

The Board of Directors meeting was attended by Federal Secretary Science and Technology Ghulam Mohammad Memon, Zainul Abedin Director General PSQCA and all the members of the Board, representing the private sector, Engineer MA Jabbar said that we need public private partnership working within principles. We understand PSQCA has an important legal importance in removing and reforming technical barriers to trade in the world, due to which PSQCA has also been identified as Focal Inquiry Point in WTO. Mandatory standards as well as voluntary standards should be taken together and this would be a field that would be a recognition for the internal and external consumers of Pakistan, which would gradually be put into practice as a means of socio-economic development and integrated development.
